I managed to talk to Gavin Thorpe yesterday about Eldar. He seems really excited about coming back to work on it.
Mechanically, they aren't sure what exactly they're going to do. They want to look at the Eldar race as a whole, not as the individual components. An army might be Craftworld with a Corsair slant (and yes, there will be corsair models!) or Exodite with Harlequins or whatever, but it will all be Eldar. Each army will be a variation on the race, no one will be the 'good guys' or the 'bad guys.'
He also hinted that the Dark Eldar will be rehabilitated into the main Outcast society (maybe a C'tan destroys Commorragh?). Also, he mentioned that the Exarchs will continue to be these die-hard warriors, though not the killing machines from second edition, and he mentioned that they would have an Autarch. He specified that the Autarchs were Exarchs that were so pure in their lust for combat and so balanced between their warring emotions that they could maintain all Aspects of the race at once.
I mentioned the rules that we've been working on over here, and he seemed quite pleased and said that that was what their plan was. He also said that in fourth edition in general, coordination between units would be vital, especially for the Eldar, and that the Autarch will be a lynchpin in this whole scheme.
He also insinuated that the Craftworlds as a whole will back away slightly and that most of the armies will be more adventurous, outlandish, etc. It's possible that he means that the Guardians will be phased out mostly and that the armies will mostly be Aspect Warriors, Corsairs, Rangers, and Pirates, with the odd Harlequin or Seer support group thrown in.
