Yes,
The book states " Irish Warriors fight on foot and are equiped with javelins. Due to their light protections, their armour is reduced to 3 against missiles"
I have interpreted the armour of the Irish as
M=melee, R=Ranged
Warlord(dane axe) - 4M / 6R
Warlord(javelins) - 5M / 6R
Warlord(mounted) - 5M / 5R
Hearthguard(dane axe) - 4M / 4R
Hearthguard(javelins) - 5M / 4R
Hearthguard(mounted) - 5M / 3R
Curaidh(foot) - 5M / 6R
Curaidh(mounted) - 5M / 5R
Warrior - 4M / 3R
Warrior (wolfhound) - 3M / 3R
Levies - 3M / 3R

firstly welcome to the forum
secondly, the answer to your question is no; mounted Irish Hearthguard are not armed with javelins, they have standard hand weapons and a shield
unmounted one's can be armed with javelins or Dane axes though, which is where the confusion comes in

From what I remember this was a regular question when the irish were first released.
Warlord and hg are are on foot with javelin or daneaxe, or mounted with a basic handweapon.
Curaigh are javelins whether mounted or on foot.
If you head back quite a few pages you can probably find a couple of topics where Admin confirms this.
