On page 27 of the newest version of the Orc and Goblin Army Book, you should be able to find the rules for Shamans.
It does state that Orc and Goblin Shamans differ from ordinary shamans, as there magical power comes from the tide of green around them. It states that:
"For each Orc unit (of any type) of 10 models or more, or each Goblin unit (of any type) of 20 or more models, which is within 12" of a Shaman and engaged in combat, the player adds +1 Power dice to his pile in his own turn, and +1 dispel dice in the enemies turn."
So basically, the answer is yes, the units have to be in Close Combat for the Shamans to receive this bonus.
It looks like this could be a mistake with the translation of the rules.
