I'll call BS. There are just too many things in that document that GW, in the entire time I've plaid their games, have *never* done. even in other 'leaks'. First and foremost, phrases like 'for all intents and purposes', to describe something that is very general, and frankly obvious, on more than a handfull of rules, is one thing they never do. (unless this is a test document they shipped out to people 200% new to the game, which is highly doubtfull)
*They use redundant phrasing in several locations. (stealers, for instance, have a note saying talons don't replace RC. Where as earlier on, when a weapon does replace, it's specifically noted to as 'may replace X with Y..")
*Inconsistancey in bomorphs, in function with none of the redundant/needless explaination already used in many other locations.
** And costs. I can get an 8 man unit of hormies and pay an extra +200% of their cost to give them poison(ed weapons?), or I can take a full brood of 32 and then it's only +50% of their cost? GW have never given blanket, unit-size independant, upgrades like this.
*Many things are either horribly over priced for what they do now (generaly things with used to be 'good'), with several things underpriced/overpowered (things most people deemed 'bad' or just not good enough to use often. Making the whole thing reak of being no more than a combined effort of wishful thinking and taking the 'nerf bat' to things.
I can't see any of this thing being any more than fan/hater made, as some group's attempt to make an (im)'balanced' 5E codex.
