Ich habe mit JJ über das Ruleset an sich gesprochen und die Schwierigkeit des Regelschreibens.
Ich: Its really hard to write good rules, i guess it takes some time and playtesting to get it right?
JJ: Well writing the Fluff is the hardest part.

JJ: Writing good Fluff is the most important part, as the miniature designers use the fluff to create our awesome models.
ich: ok, but rules are also very important. People want balanced armies and less rules discussion at the tables, right?
JJ: Well, we see the ruleset as a kind of guideline to forge a narrative, you can invent all the rules and scenarios and units you want.
ich: ähhh well balancing and stuff...being able to pick up games anywhere without disussing 34895 issues beforhand..thats also great, isnt it?
jj: Well, most gaming groups (the target audience apparently) make their house rules and agree on stuff.
ich: And there is that tournament scene, these guys want waterproof rules and such...the organisers are very busy clarifying rules, not making up cool scenarios.
jj: I know and appreciate tournaments, we encourage your own rules and restrictions.
Ich: we love 40 because it doesn’t need restrictions like COMBAT in Fantasy, I don’t like restrictions and fan made balancing
jj: balancing isn’t important, make up cool scenarios like the other (historical) wargamers.
Ich: if I play ,collect and paint the US Navy I surely don’t want to play the pearl Harbor scenario against my friends Japanese airforce all the time…or my beautifully paintet polish cavalry against german panzers. In short: historical wargaming scenarios are very unbalanced.
Jj: But its also fun, it’s a cool narrative. Winning isn’t important.
Ich: Ok, lets take fantasy. Fantasy is quite broken if things go unchecked. The gamers invented things like COMBAT to bring the balancing and fun back. Nobody wants to lose his army to one lucky spell running amok in your ranks.
Jj: we play fantasy unrestricted and it’s a lot of fun.
Ich: OK, but lets assume some people think that it is more fun, if it is well balanced.
Jj: Do it!
Ich: well we do it all the time, but lets get back to rules. I think we want more well written rules with less holes in it.
Jj: I think the rules are quite tight. Whats the big issue at the moment?
Ich: Well lets take a look at two examples. First, there is this big debate about the “ignores cover” special rule. I think it will not work against vehicles, but some people claim it does.
Jj: Well, it does exactly what it says on the box, there are no coversaves allowed.
Ich: but the rule states it only ignores cover against WOUNDS. Not glancing/penetrating hits.
Jj: That’s a crazy way to read it, well we play it and intended it to ignore ALL cover. Even against vehicles. Alle playtesting (MPT:if any) is made with that in mind.
Ich: but vehicles are really lousy in 6[SUP]th[/SUP]. Taking their only kind of protection weakens them too much.
Jj: *grins* maybe we will faq that, maybe with some balancing in mind.
Ich: maybe some time ahead you realize that ignores cover is to good and want to balance it afterwards?
Jj: kind of. Whtas also an issue?
Ich: The way “infiltrate” works with characters joining squads and transferring special abilities before deployment.
Jj: Well, I don’t get the problem.
Ich: *lengthy explanation why it isn’t possible*
Jj: Oh, well. The intention was to transfer it to units.
Ich: So infiltrating terminators with shrike was intended?
Jj: No, we will look at that in the next book. Nice chat, please let other guys have theyre questions.

Meine Interpretation zu dem ganzen:
GW macht Minis und auch ein paar Regeln dazu. Alles andere ist wishlisting.
Meien Interpretation:
Infiltrieren überträgt sich von Chars auf Einheiten (wird im amerikanischen Turnierumfeld auch genau so gespielt) .
Bei Shriek ist das eingeschränkt, bei ihm überträgt es sich nur auf Jump Pack Infanterie. Passt auch zu JJs Meinung. Alle können es, aber GW will keine infiltrierenden Hammernators, also die Einschränkung.
Macht damit was ihr wollt, meine Meinung ist das es sich überträgt und das man ignores cover überdenken sollte.
