This comes down to a long strings of rules texts and their wordings.
First, Strategic Reserves are explicitly forbidden to enter the battlefield on turn 1:
Units that are placed into Strategic Reserves are called Strategic Reserves units, and can arrive laterin the battle during the Reinforcements step of any of your Movement phases except during the first battle round.
the Leviathan Mission sheet adds an extra line to it:
(this does not apply to units that are placed into Strategic Reserves after the first battle round has started).
However, even if a unit is excluded from the restriction and therefore able to arrive on the board on turn 1, the rulebook doesn't explain
how a unit can enter from Strategic Reserves on turn 1:
Where on the battlefield a Strategic Reserves unitcan be set up when it arrives depends on the battleround, as follows:
- During the second battle round, Strategic Reserves units that arrive must be set up wholly within 6" ofany battlefield edge, but no model in those units can be set up within the enemy deployment zone.
- Starting from the third battle round, Strategic Reserves units that arrive must be set up whollywithin 6" of any battlefield edge.
This is where the Designer's Commentary comes into play and specifically explains how Deep Strike interacts with Strategic reserves.
Deep Strike (and Strategic Reserves): If a unit with the Deep Strike ability arrives from Strategic Reserves, the controlling player can choose for that unit to be set up either using the rules for Strategic Reserves or using the Deep Strike ability. This also applies if a unit with the Deep Strike ability is placed into Strategic Reserves during the battle.

Now, if we put this all together: If a unit is removed from the table at the end of your opponent's turn 1 and placed into strategic reserves, it is allowed to enter the battlefield from Reserves in any future turn (as per Leviathan deck). However, since it is turn 1, the unit cannot enter the battlefield from Strategic Reserves, because there is no legal board edge on turn 1 to enter from (as per rulebook).
The Deepstrike Rule however bypasses this completely, because the unit is entering from Deepstrike, not the rules text on how to setup from a board edge on Battle Round 2 and 3+ (as per Designer's Commentary.
It is a pretty elaborate amount of steps to follow, but Games Workshop seem to agree because they included a ruling on this in their World Championship rules document.
