Based on their entry in the Eldar Codex, they would be treated as
independant characters, with the seer council counting as an extended
command squad.

in a german board we had some discussions about the Seer Council.
Are the Farseers in the Council further independent characters or usual
troop members? This would change some things in the new close Combat
rules if the Farseers could attack when they are 2 " of a friendly
modell of the same unit, which itself is in Base contact with an emeny
modell.
